先生，關於我的同僚威爾先生（Mr. William Wells），其立場並未在7月24日的信件中完全說明清楚。在我昨日所收到國務卿（the Minister of State）書面回覆中，來不及趕上質詢時間。 楊格 先生（Mr. Kenneth Younger）表示：
「陛下的政府已經法理上（de jure）承認「中國的中央人民政府」為中國合法政府，從而享有中國這個國家的權利。福爾摩沙在法理上（de jure）仍舊是日本的領土，且並無「福爾摩沙政府」（Government of Formosa）的存在。隨著日本的投降、中國政府的成立起，在其餘聯盟國的同意下，此領土的「臨時行政當局」（the provisional administration of the territory）運作到和平條約中決定其地位為止。並非所有的聯盟國都承認中央人民政府為中國政府，因此，且鑑於目前「福爾摩沙行政當局」（administration of Formosa）的臨時性質（provisional nature），陛下的政府期望將要謹慎的與對日講和的解決一起，來進行「福爾摩沙處分」（the disposal of Formosa）。」
在解決前述問題前（可能是不愉快的歸還），美國有毫無疑問的權利保持和保衛福爾摩沙的現狀地位。我同意威爾先生，在現在的狀況下，我們承認中國的共黨政權一事，不能視為合法化此政權以武力佔領福爾摩沙的企圖，且不得在其實踐此企圖時限制我們的自由。

Future of Formosa
To the editor of the Times
Sir, -With great respect to my colleague Mr. William Wells, the position is not quite as stated in his letter of July 24. In a written reply which I received yesterday from the Minister of State to a question unfortunately not reached at question time Mr. Kenneth Younger states:
“His Majesty’s Government have recognized de jure the Chinese Central People’s Government as the legitimate Government of China , and as such entitled to enjoy the rights of the of the Chinese State. Formosa is still de jure Japanese territory and there is no Government of Formosa as such. Following on the surrender of Japan , the Chinese Government of the day assumed, with the consent of the remaining allies, the provisional administration of the territory pending the final determination of its status at a peace settlement. Not all the remaining allies have recognized the Central People’s Government as the Government of China, and for this reason, and because of the provisional nature of the present administration of Formosa, it is the hope of his Majesty’s Government that the disposal of Formosa will be decided, as has always been contemplated, in connexion with the peace settlement of Japan.”
Pending such a settlement (the prospects of which are unhappily receding) there can be no doubt of the right of America to preserve and protect the status quo in Formosa . I agree with Mr. Wells that, in the existing circumstances, our recognition of the Communist regime in China could not be used to justify an attempt by that regime to occupy Formosa by force and would not fetter our complete freedom of action if such an attempt were made.
