Ofgem Increases Price Cap, Deepening Winter Cost Burden

WHY ARE ENERGY BILLS RISING WHEN WHOLESALE PRICES FALL? 

From October, Ofgem will raise the energy price cap by 2%, adding about £35 to the average annual bill and pushing it to roughly £1,755. On paper, the increase looks modest — but the timing and the drivers make it more significant. Wholesale gas and power prices actually fell by around 2% over the last quarter, yet household bills are still heading higher. The reason lies in other costs: maintaining the grid, policy charges, and the expense of balancing renewables.

The government’s expanded “Warm Home Discount,” for example, gives an extra 2.7 million low-income households £150 off their bills, but the scheme is funded by all consumers. At the same time, the volatility of wind and solar means higher balancing costs for the grid. The result is a paradox that frustrates many: wholesale prices are down, but bills are up.


THE “WINTER” CRISIS FOR HOUSEHOLD ENERGY BILLS

For families already under pressure, £35 is not just loose change. It comes on top of years of steep increases. Since Russia’s invasion of Ukraine, average annual energy bills have climbed by roughly £600. Household energy debt hit a record £4.1 billion last winter. Standing charges — fixed fees that apply regardless of usage — now make up close to a fifth of the typical bill.

Even cutting back on power and heat doesn’t escape those costs. As colder months approach, higher consumption will magnify the squeeze. For many, the question is no longer about trimming costs, but whether they can afford to heat their homes, buy food, and cover rent at the same time.


THE HEAVY COST OF ENERGY BILLS FOR VULNERABLE GROUPS

The harshest impact falls on those least able to cope. More than one million older households are already in fuel poverty, with some keeping the heating off, going to bed early, or spending hours in public spaces just to stay warm.

Disabled people face an even steeper challenge: powered wheelchairs, oxygen machines, and other essential equipment drive up electricity use, and these are costs that cannot be cut. Charities warn of “dangerous cutbacks” — people switching off medical devices or skipping necessary heating to save money. For these groups, energy is no longer just another bill. It is a matter of health, dignity, and sometimes survival.


THE POLITICAL AND SOCIAL TUG-OF-WAR OVER ENERGY BILLS

Public reaction has been swift. The Guardian highlighted how policy costs have offset lower wholesale prices, while right-leaning outlets pointed to the hidden expense of green levies. On social media, frustration is widespread, and charities say they expect more calls for help this winter.Politically, Labour blames years of Conservative missteps for leaving Britain dependent on costly fossil fuels. Ministers counter that only accelerating renewables and nuclear can deliver stable bills in the long run. The debate captures a stark reality: a 2% rise may look minor, but it exposes the deeper conflict between clean-energy goals, social fairness, and the cost-of-living crisis.
