The government cooperates with civilians to save the Taiban

The Taiban River in Daren Township, Taitung County, has been suffering from long-term drought, which has affected irrigation and the river's ecology. The Taitung Branch of the Rural Soil and Water Conservation Agency, cooperating with businesses and local people, planted trees in the catchment area of ​​Tushabu Community to create a sustainable forest, hoping to become a model for river management in eastern Taiwan.

The Taitung Branch of the Rural Development and Soil & Water Conservation Administration, Ministry of Agriculture, cooperating with the Forestry and Nature Conservation Administration, the Taiju Group, and the Paiwan people of the Taiban Tribe in Daren Township, held a "Tree Planting Activity for Taiban Creek Watershed Adjustment Strategies" in Tushabu Community. The activity included an environmental education interactive game, with a view to deeply convey the concept of watershed management. The drought has led to a composite issue of insufficient water and sediment storage capacity and abandoned farmland. This cannot be solved by a single procedure; it needed to integrate hydrological, ecological, and topographical conditions and focus on substantial environmental improvement and social value creation, rather than  short-term activities.

Besides, now the watershed management has gone to the second part and third part; meanwhile, they promoted adaptive measures include revitalizing beaded ponds, enhancing water and sediment regulation space, improving habitat-friendly measures, and strengthening riparian vegetation restoration. Through planting of native seedlings, it can strengthen the stability of the bank and hill, lower the risk for lateral erosion and scour, establish an ecological buffer zone, improve habitat quality and biological diversity.

            By inviting community development associations, village offices, local governments, and environmental groups to participate, a local participation platform is being gradually established, shifting the governance from "government-led" to "multi-party collaboration." The Taitung Branch of the Workforce Development Agency stated that today's tree planting activity is only part of the overall adjustment strategy. The agency will continue to monitor the effectiveness of the governance and supervise the process accordingly,expecting to  move the Taibanxi River catchment area toward a positive restoration.
