結論很清楚:現有 AI 安全仍偏向「政策聲明層」,不等於真正可審計的問責體系。若缺少 SCBKR、WIF、Hash Replay、WORM Log、Audit Anchor 這類責任鏈機制,AI 公司可以定義邊界,卻難以讓外部驗證邊界;可以記錄輸出,卻難以追溯責任。

I placed my SCBKR + Replay framework into a Claude session and asked it to examine whether AI safety accountability chains are truly closed across six axes: Subject, Causality, Boundary, Knowledge, Responsibility, and Replay.
The conclusion is clear: current AI safety still operates largely at the level of policy declaration, not as a fully auditable accountability system. Without mechanisms such as SCBKR, WIF, Hash Replay, WORM Log, and Audit Anchor, AI companies may define boundaries, but external parties cannot fully verify them; outputs may be logged, but responsibility remains difficult to trace.
