My core point is this: AI is no longer merely a tool. Once AI enters human emotion, money, access rights, healthcare, education, work, intimate relationships, and life-related decisions, it is no longer just “model output.” It has entered the human decision chain. I have already sent early warnings, concepts, and Semantic Firewall directions to major AI companies, institutions, and relevant units. This report is my final public-facing reminder and warning: If AI companies and deployers continue to treat AI merely as a tool without building responsibility chains, boundary chains, and replay chains, the next stage will not be just model safety. It will be real-world harm and liability reckoning. --- 二、摘要|Executive Summary 目前 AI 產業的主要錯誤,是把模型能力、使用者數、算力、市值、部署速度與媒體熱度當成文明進步。 但這些只是規模,不是閉環。 本報告提出一個核心判準: N 不生成 1。Sπ 閉環才生成 1。 N 代表規模:模型數量、使用者數、資料量、資本、市值、算力、部署速度。 Sπ 代表閉環:主體、結構、穩態、責任、回放。 AI 產業目前最大的風險,不是 AI 突然有沒有意識,而是 AI 已經進入人類決策鏈,但責任鏈沒有跟上。 目前文明階段判定: 第 4.5 階段:案例密集顯影 → 巨頭責任臨界前夜。 --- The main mistake of the AI industry is treating model capability, user growth, compute, valuation, deployment speed, and media attention as civilizational progress. But scale is not closure. This report proposes one core criterion: N does not generate 1. Only Sπ closure generates 1. N represents scale: number of models, users, data, capital, market value, compute, and deployment speed. Sπ represents closure: subject, structure, stability, responsibility, and replayability. The greatest risk in the AI industry is not whether AI suddenly becomes conscious. The risk is that AI has already entered human decision chains while responsibility chains have not caught up. Current civilizational stage: Stage 4.5: Dense case exposure → the eve of Big Tech liability threshold. --- 三、外部現象:AI 已進入現實傷害階段|External Signal: AI Has Entered Real-World Harm Stanford HAI《2026 AI Index》指出,2025 年 documented AI incidents 上升至 362 起,高於 2024 年的 233 起;該報告同時指出,responsible AI 的回報與基準測試仍跟不上 AI 能力發展。這代表 AI 事件已不只是抽象風險,而是正在變成可記錄、可追蹤、可比較的現實問題。 The Stanford HAI 2026 AI Index reports that documented AI incidents rose to 362 in 2025, up from 233 in 2024, while responsible AI reporting and benchmarks remain uneven compared with the pace of AI capability growth. Therefore, this report treats AIM as a risk-monitoring source, not as a legal verdict. 深偽詐騙已經進入企業資產授權鏈。2024 年香港發生深偽視訊會議詐騙,員工被冒充公司高層的 deepfake 視訊會議誘導轉帳,造成約 2 億港元損失。這不是單純的「假影像」問題,而是視覺信任被偽造後進入金融決策鏈。 Deepfake fraud has already entered corporate asset authorization chains. In Hong Kong, an employee was deceived into transferring about HK$200 million after a deepfake video conference impersonated senior company officers. This is not merely a “fake image” problem; it is visual trust entering the financial decision chain. AI 伴侶與聊天機器人傷害也已進入訴訟與和解階段。Google 與 Character.AI 已就多起指控聊天機器人傷害青少年的案件達成原則性和解;相關案件凸顯 AI 陪伴、情感依附、未成年人保護與平台責任已經成為法律問題。 AI companions and chatbots have also entered the litigation and settlement stage. But AI is different now. AI talks. AI comforts. AI imitates. AI acts as an agent. AI summarizes. AI advises. AI operates systems. AI generates images, voices, and identity impressions. AI can make people believe, attach, pay, log in, share, authorize, or surrender judgment. Therefore, AI is no longer merely a passive tool. It is becoming an entry point into the human decision chain. --- 五、我的分析框架|My Analytical Framework 1. SCBKR:責任鏈五軸|SCBKR: Five-Axis Responsibility Chain SCBKR 是本報告的核心審計框架: S|Subject:誰是主體? C|Causality:因果鏈在哪? B|Boundary:邊界在哪? K|Knowledge / Key:依據與方法在哪? R|Responsibility:錯了誰負責? 若 AI 系統、平台或部署者無法回答這五個問題,就不應讓該輸出直接進入人類決策鏈。 --- SCBKR is the core audit framework of this report: S|Subject: Who is the subject? C|Causality: Where is the causal chain? B|Boundary: Where are the boundaries? K|Knowledge / Key: What is the basis and method? R|Responsibility: Who bears the consequences if it fails? If an AI system, platform, or deployer cannot answer these five questions, its output should not directly enter the human decision chain. --- 2. WIF:決策資格審計|WIF: Decision Eligibility Audit WIF 代表三類高風險輸入: W|Website:網站/頁面/連結 I|Image:圖像/截圖/deepfake/官方殼 F|Finance:金融/授權/匯款/資產流動 WIF 的問題不是「它看起來真不真」,而是: 它有沒有資格推動人的相信、點擊、登入、轉帳、授權、轉傳或行動? --- WIF represents three high-risk input categories: W|Website: websites, pages, links I|Image: images, screenshots, deepfakes, official-looking shells F|Finance: financial instructions, authorization, transfers, asset movement WIF does not merely ask whether something looks real. It asks: Does it have the eligibility to drive human belief, clicking, login, transfer, authorization, sharing, or action? --- 3. N×Sπ:規模不等於閉環|N×Sπ: Scale Is Not Closure N 不生成 1。 Sπ 閉環才生成 1。 N 代表規模:模型數量、資料量、使用者數、算力、資本、市值、部署速度、媒體熱度。 Sπ 代表閉環:主體、結構、穩態、責任、回放。 AI 產業現在最大的幻象,是把 N 當成 1。 但如果 Sπ 未閉,N 再大仍然只是風險放大器。 --- N does not generate 1. Tool illusion stage 1. Efficiency euphoria stage 2. iπ echo-state stage 3. Decision-chain contamination stage 4. Dense case exposure stage 5. Responsibility threshold stage 6. Structural reckoning stage Current stage: Stage 4.5: Dense case exposure → the eve of Big Tech liability threshold Reasons: Real-world AI harm cases are appearing in clusters. AI has entered emotion, finance, access rights, professional identity, healthcare, and public trust. Big Tech still relies heavily on “tool,” “user discretion,” and “safety framework improvement” language. But foreseeable risks have already formed. The next stage will move from safety statements to liability reckoning. --- 七、巨頭真正要付的代價|The Real Cost for Big Tech 第一層:個案賠償成本|Layer 1: Case Settlement Cost 訴訟、和解、保險、PR、危機處理。 這是最表層,也最便宜的一層。 Lawsuits, settlements, insurance, PR, and crisis management. This is the surface layer and the cheapest layer. --- 第二層:安全補丁成本|Layer 2: Safety Patch Cost 家長控制、危機偵測、敏感內容阻擋、agent 權限確認、模型拒答、專業建議警告。 Parental controls, crisis detection, sensitive-content blocking, agent permission confirmation, refusal behavior, and professional-advice warnings. --- 第三層:責任回放成本|Layer 3: Responsibility Replay Cost 高風險 AI 互動必須可回放: AI 何時進入風險? 為何沒有中止? 為何允許使用者繼續? 誰設計了這個黏著機制? 誰批准了 agent 權限? 誰負責失效條件? High-risk AI interactions must become replayable: When did the AI interaction become risky? Why was it not stopped? Why was the user allowed to continue? Who designed the attachment mechanism? Who approved the agent permission? Who is responsible for the failure condition? --- 第四層:商業模式犧牲成本|Layer 4: Business Model Sacrifice Cost 這是最大代價。 真正安全的 AI 會要求: 更少擬人化。 更少情感黏著。 更少無摩擦代理。 更多中止。 更多確認。 更多真人接管。 更多責任紀錄。 更多使用邊界。 但這會打到使用時長、留存率、agent 價值、商業敘事與平台增長。 This is the largest cost. Truly safe AI requires: Less anthropomorphism. Less emotional attachment. Less frictionless agency. More interruption. More confirmation. More human handoff. More responsibility logging. More use-boundaries. But this directly affects usage time, retention, agent value, business narrative, and platform growth. --- 八、我的解法:語意防火牆|My Solution: Semantic Firewall 我的解法不是「禁止 AI」,也不是「把 AI 變笨」。 我的解法是: 在 AI 輸出進入人類行動前,先建立責任鏈審計層。 這一層我稱為: Semantic Firewall|語意防火牆 它的核心不是黑名單。 它不是關鍵字比對器。 它不是單純風險分數器。 它要問: 誰在說? 為什麼這樣說? 邊界在哪? 依據在哪? 錯了誰負責? 這個輸出是否可回放? 這個輸出是否有資格推動人的行動? --- My solution is not to ban AI, nor to make AI stupid. My solution is: Before AI output enters human action, build a responsibility-chain audit layer. I call this layer: Semantic Firewall Its core is not a blacklist. It is not keyword matching. It is not merely a risk score. It asks: Who is speaking? Why is it saying this? Where are the boundaries? What is the basis? Who is responsible if it fails? Is the output replayable? Is the output eligible to drive human action? --- 九、語意防火牆最小功能|Minimum Functions of Semantic Firewall 1. Decision Eligibility Layer|決策資格層 AI 能輸出,不代表它能進決策。 AI 能建議,不代表人類可以照做。 AI 能陪伴,不代表它能承接情感後果。 AI can output; that does not mean it can enter decision-making. AI companies, platforms, and deployers still have a chance to voluntarily build responsibility chains. But if they continue to rely only on “tool,” “users are responsible,” and “we are improving safety,” the next stage will not be technical competition. AI is a mirror that exposes where civilization already lacks subject closure. The issue is not whether AI resembles humans. The issue is that AI has already entered human decision chains.
